Looks like it was copyrighted 1945. I liked the voter approval scenes. Maybe our localities don't tolerate voter approvals, but what about deliberately allowing fraudulent registrations? Or King County counting the votes until they come out 'right'? This short film is not at odds with integrity. It does stumble at 6:00 with taxation based on the ability to pay. This thinking led to confiscatory tax rates up to 91%.
